BANDI AMBIENTE

La Commissione Europea ha pubblicato l'invito a presentare proposte per la tematica "Ambiente" nell'ambito del Settimo Programma Quadro di R&ST - Programma specifico Cooperation.

Identificativo dell'invito: FP7-ENV-2007-1

Il bilancio indicativo per il presente invito è di 200 milioni di euro.

Il bando aperto prevede, tra le altre, tematiche relative alla salute, alla protezione e alla valorizzazione del patrimonio culturale (incluso l'habitat umano), allo sviluppo sostenibile, alla promozione di modelli di consumo sostenibili, agli aspetti socio-economici, ai sistemi informativi e pertanto risulta di interesse per moltissime discipline.

STRUMENTI
Gli inviti a presentare proposte dettagliano accanto ad ogni tematica il tipo di strumento da utilizzare nell'implementazione del progetto.

Gli strumenti sono:

* Progetti collaborativi (Collaborative Project -CP): devono essere presentati da un partenariato composto almeno da tre persone giuridiche provenienti da diversi Stati Membri o Paesi Associati. I progetti devono sviluppare nuova conoscenza, nuove tecnologie, nuovi prodotti, favorire la coordinazione scientifica. E' inoltre possibile realizzare attività di dimostrazione ed altre risorse comuni direttamente collegate al progetto. I progetti dovranno avere una durata compresa fra i 24 e i 60 mesi. Possono essere di 2 tipi:
- PROGETTI DI PICCOLE-MEDIE DIMENSIONI: il contributo comunitario non può superare i 3.5 milioni di euro (per essere considerate eligibili le proposte di progetto non possono richiedere un contributo comunitario superiore a tale importo). ATTENZIONE: per i progetti di piccole-medie dimensioni presentati nell'ambito della sotto-tematica "Sub-activity 6.4.2. Forecasting methods and assessment tools for sustainable development taking into account different scales of observation" il contributo comunitario non può superare 2 milioni di euro (e quindi per i topics: ENV.2007.4.2.1.1.; ENV.2007.4.2.1.2.; ENV.2007.4.2.1.3.; ENV.2007.4.2.2.1. ; ENV.2007.4.2.3.1. )

- PROGETTI INTEGRATI DI LARGA SCALA: il contributo comunitario può variare da 4 a 7 milioni di euro, tranne per quanto riguarda i topics ENV.2007.1.1.1.1, ENV.2007.3.1.1.1., ENV.2007.3.1.3.1. per i quali il contributo comunitario può variare da 4 a 10 milioni di euro.

* Reti di eccellenza (Network of Excellence - NoE): devono essere presentati da un partenariato composto almeno da tre persone giuridiche provenienti da diversi Stati Membri o Paesi Associati. Le reti devono sviluppare un'integrazione duratura delle attività di ricerca e delle competenze dei partecipanti, al fine di creare un centro di ricerca europeo virtuale in un campo specifico. Il contributo comunitario può variare da 4 a 7 milioni di euro.

* Ricerca per il beneficio di gruppi specifici: strumento dedicato allo sviluppo di delle attività scientifiche legate alle attività delle organizzazioni della società civile (CSO) al fine di contribuire al dibattito pubblico. Per organizzazioni della società civile si intendono persone giuridiche non governative, no-profit, e volte al conseguimento di fini di interesse pubblico. Il progetto deve essere presentati da un partenariato composto almeno da tre persone giuridiche provenienti da diversi Stati Membri o Paesi Associati ed almeno una di queste deve essere una organizzazione della società civile. Il contributo comunitario non può superare i 2 milioni di euro.

* Azioni di coordinamento e di supporto (Coordination and support action -CSA) (co-ordinating): Si tratta di azioni volte a coordinare la ricerca o le politiche di ricerca attraverso attività di messa in rete, di coordinamento e di disseminazione. Il partenariato deve essere composto da almeno tre persone giuridiche provenienti da due diversi Stati Membri o Paesi Associati. Generalmente le azioni di coordinamento hanno una durata che varia dai 24 ai 48 mesi.

* Azioni di coordinamento e di supporto (Coordination and support action -CSA) (supporting): Si tratta di azioni volte a supportare l'implementazione dei Programmi Quadro e la preparazione della ricerca e dello sviluppo dell'UE per il futuro, a sviluppare sinergie con altre politiche e incoraggiare la partecipazione delle SME, delle organizzazioni della società civile, di piccoli team di ricerca e di centri di ricerca di recente costituzione. Le proposte devono essere presentate da una (o più) persona giuridica. La durata può variare da pochi mesi a quattro anni.

CONTRIBUTO COMUNITARIO

Per le università, enti pubblici no-profit, organismi di ricerca e piccole e medie imprese i costi eligibili saranno cofinanziati nelle seguenti proporzioni: attività di ricerca e sviluppo tecnologico: 75%; attività dimostrative: 50%; attività di gestione: compresi gli audit certificate 100%; attività di coordinamento e di supporto:100%.  Il CNR, per il calcolo dei costi indiretti (denominati anche overheads oppure spese generali) utilizza il sistema Simplified method : i costi indiretti vanno calcolati nella misura 86,96% del costo del personale di ricerca.(Circolare CNR n. 14/2007 del 17/5/2007 che aggiorna la circolare 28/2006 fino a tale data la percentuale era pari al 87,6% del costo del personale)
